National Informatics Centre (NIC) in association with Internet & Mobile Association of India (IAMAI) is planning to conduct the Hackathon/Coding Challenge – #OpenGovDataHack 2019, for Entrepreneurs, Innovators, Start-ups and MSME to create unique and innovative service delivery Applications to foster data driven innovation. The aim is to look for local solutions to the local problems by the local entrepreneurs.
#OpenGovDataHack2019 is for development of Citizen Centric Solutions through Mobile/Web Apps, Dashboards, Bots, etc. using AI & ML, IoTand other latest technologies by using Open Data. One of the data should be sourced from Open Government Data Platform.
The proposed and suggested areas for the challenge are:
We are looking for local solutions to the local problems by the Local Budding Entrepreneurs.
Problem Statement:To setup adaptive learning management system for teachers and municipal schools.
Different students have different learning needs. Municipal Schools are introducing Information and Communication Technologies (ICT) for effective teaching and coaching purpose. Adaptive learning makes this possible by using student data. Adaptive learning uses the data learners generate to:
• Produce personalized learning plans based on individual capabilities
• Recommend methodologies to teachers that suit their aptitudes
• Monitor and follow up on progress
Adaptive learning uses learning objectives, their learning history and previous learning content to develop personalized learning plan for individual students. Smart Cities aims to develop Adaptive learning solutions for municipal schools to allow students to teachers to enhance the learning experience using Open technologies. Smart Cities aims to scale the solution to 4000 cities which could be powered by open content platform where experts could contribute and evaluate the content. Solution has to be interoperable, open and scalable.
Sector: City Economy
Problem Statement: AI -based application for GDP Assessment and analysis of cities.
Smart Cities needs various data points to asses the economic health or growth over the period. Smart Cities aims to set up open configurable mobile compatible platform to promote crowd sourcing to collect various data points from citizens and communities. Platform shall be designed using open source technologies to facilitate various services namely Location discovery, Price monitoring, asset inspections, movement patterns, logistic monitoring, sentiments analysis and surveys. Platform shall allow end users to configure various features to collect, process and aggregate data to generate economic insights at the city level ex: cost of living, spending propensity, tax potential, market price etc. Smart Cities Mission aims to scale the solution to 500 cities.
Problem Statement: Design open source solution using AI and Machine Learning to help city bus authorities/undertakings to schedule city buses on different routes using passenger mobility data.
To promote the usage of public transport among the masses it is important to increase the reliability and improve the user experience of the commuters. Problem arises due to poor allocation of bus routes in absence of commuter data, traffic congestion, bus break down, poor roads etc. which either leads to unreliable bus timings, over or underutilized passenger loads. Smart Cities aims to use AI to deliver better, reliable and precise real time information to commuters and officials by using commuter (anonymized) movements data.
Sector: Solid Waste Management
Problem Statement: Smart Cities Mission aims to develop an effective system in a smart city to automate sanitary workers daily attendance to avoid fake entry/ proxy. The system to keep track of all entries/areas/unauthorized access etc. to maintain the audit trail and help in improving the efficiency and productivity of people and system.
Problem Statement: To develop an Artificial intelligence /machine learning based model of validation of the functional /non-functional Toilets in the cities, through citizen engagement.
Sector: Water and Waste Water
Problem Statement: To develop an AI based model to improve understanding of the ground water system in the cities wrt porous, fractured, contaminated formations near water intrusion area & sewage effluents. The integrated model to have various thematic maps and their spatial analysis of apparent resistivity, lineament frequency, drainage frequency, geomorphology, soil/overburden thickness and aquifer thickness of ground water importance.

Phase 1 (Hackathon) would also have following prizes at each onsite city challenge:
• This Contest is open to
Indian start ups
• Participant(s) must be of minimum 18-years.
• Students of 3rd & 4th year of undergraduate, graduate, post graduates of professional courses as well as Researchers of are allowed. Documentary proof has to be submitted at the time of city presentation.
• The total employee of the startup must not be exceeding 100.
• Participants can form teams – ideally heterogeneous, consisting of people with different skill sets – up to a maximum of five members including the Team Lead.
• Minimum team composition must be at least two including the Team Lead.
• Employees and relatives of NIC and IAMAI are not allowed to participate in this #OpenGovDataHack 2019 Challenge.
• MSMEs/StartUps/Companies/Student StartUps must provide copy of their registration Certificate during City presentation.
All participants must register at https://data.gov.in/user/register on the OGD Platform India. A registered user can directly login at https://event.data.gov.in/ and submit required details to participate in the event/challenge. It is expected that the participants would submit the real details and they have to confirm this before submission. There are total of 250 seats (approx.) at each challenge city for the #OpenGovDataHack 2019.
All team members must have to be a registered member of OGD Platform. A team leader and each team member can be part of only one team. Amy one of the team members can create a team for participation.
#OpenGovDataHack 2019 is for development of Mobile/Web Apps, Dashboards, Bots, etc. using AI & ML, IoT and other latest technologies on the following themes/sectors:
• Solutions for Smart Cities (Smart City Mission) & M/o MSME
• Water Conservation
• Energy Conservation & Renewable energy
• Education & Skilling
• Open Domain (any other innovative idea using Open Government Data)
A team can participate in one challenge only; and can submit only one project.
Onsite City Challenge
Teams would have to create solutions offline and would submit it before the last date.
Of the submitted entries, the onsite city presentation will be conducted in the following 4 cities on specific venues and dates and time:
• Raipur (Chhattisgarh)
• Calicut (Kerala)
• Rajkot (Gujarat)
• Chandigarh (UT)
An online Challenge will also be conducted simultaneously and would hosted through https://event.data.gov.in. Presentation of the shortlisted Projects may be conducted virtually through video conferencing.
Phases of Hackathon
The event would be conducted in two phases:
Phase I: City Challenge
• Release of Problem Statements: Area-wise problem statements may be released on https://event.data.gov.in. Solutions can be created as per given problem statements or from the data available open data. Primarily datasets has to be sourced from https://data.gov.in.
• Registration: Students/Developers/Professionals/Community members, MSMEs, StartUps and Entrepreneurs have to register city-wise or online to participate in the challenge.
• Creation of Prototype: Registered participants to work on the prototype submit the solution on the portal before last date, at https://event.data.gov.in/ogdhack19-submitproject/
• Consumption of Datasets: The solution must have used some datasets from OGD Platform. However, datasets from other sources can also be consumed in the making of the solution.
• Onsite City Presentation: City level presentation will be conducted at all cities on a single day. A city-level Jury will judge all the presentations and choose 2 winners and 2 runner-ups. These 4 city winners will be rewarded with cash award and eligible for Final Challenge.
• Online Presentation: Presentation of the Online Challenge participants may be conducted through video conferencing. A Jury will judge the shortlisted presentations and choose 2 winners and 2 runner-ups. These 4 online winners will be rewarded with cash award as proposed for city level challenge and would become eligible for Final Challenge.
• The City and Online Level Winners and Runner-ups will be awarded with Cash Award worth totaling 2.5 Lakhs. And certificates would be issued to all participants.

Phase II: National Challenge
• Selected Apps/Solutions prototypes from Phase– I will be given around 10 days’ time to make it a full-fledged product and submit it. IAMAI is trying hard to provide mentorship support during this phase.
• A National Jury will be formed to see the final presentations and choose 3 winners.
• The Winners will be awarded with Cash Award worth 6 Lakhs in a National Award Ceremony.

There would be four token prizes for each onsite city challenge. These selected entries would be given certificate of appreciation and are eligible for the National Jury presentation Round. All other participants would be given certificate of participation.
Phase 1 (Hackathon) would have following prizes at each of the onsite city challenge and online challenge:
• 2 Winner Apps: Rs. 15,000/- each
• 2 Runners-up Apps: Rs. 10,000/- each
Phase 2 (Final App Development) would have three winning prizes as mentioned below:
• First Prize: Rs. 3,00,000/-
• Second Prize: Rs. 2,00,000/-
• Third Prize: Rs. 1,00,000/-
Evaluation and Rating Criteria
All applications will be rated on the parameters listed below
• Datasets used for developing the Apps should be open data and primarily such datasets should be sourced from the OGD Platform India i.e. http://data.gov.in
• Concept: It must be developed on an disruptive unique citizen centric concept.
• User Experience: It must have convenient user interface and simple navigation.
• Responsive (no lag): It must respond instantly to user input.
• Technology Design and Efficiency: Conformance to Open Standards and interoperability Guidelines (as prescribed by the Government of India).
• Quality: It must be a functional prototype.
• Sustenance: Team must adequately demonstrate a plan for its updates, sustenance and continuing usability.
• One of the latest technology like AI, ML, Block-Chain etc has been used
• Usability and Creativity: Application demonstrates superior user experience and ease of use. Its uniqueness and innovativeness, use of Indian Languages and leverage the latest advances in information and GIS/Map technologies.
• Technology Design and Efficiency: Conformance to Accessibility Guidelines of W3C and Open Standards & interoperability Guidelines (as published by the Govt. of India).
• Quality: Application must be fully-functional and run successfully on target device(s).
• Sustenance: Developer must adequately demonstrate a plan for its updates, sustenance and continuing usability.
• One of the latest technology like AI, ML, Block-Chain etc has been used
General Terms & Conditions
Please read these Terms and Conditions carefully as they apply for both phases of the #OpenGovDataHack 2019. To be eligible to participate and declare as shortlisted or winners in the Hackathon, the participants must accept these Terms and Conditions:
• Primary source of datasets must be open data and one of such source should be OGD Platform India i.e. https://data.gov.in/.
• Participants of Onsite City Challenge must be available at the event venue in the city for presentation of solution before Jury.
• Participants must not provide any false information in the registration and team creation process.
• Participants must keep their contact information accurate and up-to-date.
• Only a single OGD account is permitted for an individual or a team. If more than one account exists for the same candidate then it will automatically result in disqualification of the candidate.
• As a part of the submission, the contestant certifies the originality and ownership of the application as detailed/described in the documentation uploaded at the time of submission.
• The participant(s) must ensure that his/her/their work has not been previously published or awarded.
• If the participants are acting within the scope of their employment, as an employee, contractor, or agent of another party, then the participants warrant that such party has full knowledge of the actions of the participants and has consented thereto, including the potential receipt of a prize. The participants’ further warrant that their actions do not violate the employer’s or company’s policies and procedures.
• The participants will ensure code is free from viruses or malware.
• The participants will not use this contest to do anything unlawful, misleading, malicious, or discriminatory.
• Participants have to follow the conditions of the Open Government Data License (https://data.gov.in/government-open-data-license-india) gazette notified by Govt. of India.
• The winning applications must be maintained in working condition by the contestant(s) for a period of one year. No functional enhancements are expected, but all bugs identified according to the description in the documentation should be fixed immediately on reporting.
• If any participant is determined to have violated the terms of the contest, NIC (and IAMAI) have all rights to disqualify the participant without prior notice.
• If the Applications shortlisted do not meet the expectations of the Jury, Jury has the discretion and the right, not to confer an award in one or more categories/ subcategories.
• The prize money would be distributed after levying the applicable taxes.
• Jury Decision is final and cannot be challenged.
• If required, NIC may change the terms and conditions.
