What

The National Data Sharing and Accessibility Policy (NDSAP) has set a benchmark in enabling India to become one of the leading country with regard to Open Data Initiative across the world. The Open Government Data (OGD) Platform, India (data.gov.in) which has emanated from the principles and objectives of NDSAP has over the course of last few years done path breaking work in publishing data from across the government departments in an Open, accessible and machine readable format.

Keeping up with our continuous efforts to take the OGD platform (data.gov.in) India to new heights, National Informatics Centre(NIC) is organising a half a day workshop for Data Controllers and Data Contributors on 22nd April 2015 at Gulmohar Hall in India Habitat Centre, New Delhi from 10 am onwards.
This will be followed by an open discussion with Community at 3:00 pm at the same venue.

Data exposed on OGD Platform can support research and value addition, enabling the government to make informed decisions.

Recommendations made during Address & Presentation Session and Panel Discussion:

  • Data Controllers are requested for more proactive release of datasets
  • Study may be conducted on economic value proposition of open data versus closed data
  • Data suggestions may also be sought through MyGov Platform
  • The term “Data Controller” to be rechristened appropriately
  • Efforts to be made to bring more Departments and States on board
    • Coordinate with State Governments to release and publish data of Citizen Centric Services from state level eGov applications on OGD Platform
    • Data from 44 projects under NeGPincluding eDistrict Project should be published
  • Action to be taken for regular creation of APIs for the published datasets
  • Open by Design is to be implemented from RFP stage itself
  • Programmes should be conducted for creating more awareness about Open Data among Data Providers and Data Consumers
  • Ministry/Departments to take efforts for publishing of their respective Potential Datasets:
    • Central Electricity Authority (CEA) to share Data on Power Generation, Supply and Consumption. Rural Electrification Data
    • Civil registration system data, Household & Houselisting Data from RGI
    • Work out the options for release of Railways data like Train timetables, Freight, paperless tickets etc. directly from databases
    • Ministry of Corporate Affairs to release data on Master Data of Companies across India in various categories
    • Datasets pertaining to Finger, Motor Vehicle, Missing persons etc. to be initiated. CCTNS is under implementation, once implemented its data will also be shared.
    • Data pertaining to Foreign Direct Investment etc. to be released from Department of Industrial Policy Promotion
    • Data pertaining to road accident and accident hotspots from Ministry of Road Transport & Highways are to be released
    • Data pertaining to close to 3.5 Crore legal cases to be released byDepartment of Legal Affairs. Workshop and Hackathons should be organized on this theme
    • Air Quality Index based on various parameters, data on Water Quality, pollution by industrial waste etc. are to be released by Central Pollution Control Board
    • Data Controller from RajyaSabha suggested to discussion data regarding the various questions and answers

    Suggestions received during Open Discussion with OGD Community:

  • Mechanism for publishing of datasets contributed by Non-Government Organizations/Community should be created on OGD Platform
  • Clarity needs to be created regarding licensing of publishing and use of open data
