The Open Government Platform (OGD) Platform has been built in compliance with Open Data Policy (NDSAP) to facilitate Departments to publish their datasets, enabling cross sectoral use of data and derive maximum benefit of government data. It also sets a benchmark in enabling India to become one of the leading countries with regard to Open Data Initiative across the world.

Keeping up with our continuous efforts to take the Open Data Government (OGD) Platform India to greater heights, National Informatics Centre (NIC) had organized a half a day workshop for Chief Data Officers (CDOs) on 11th April, 2019 at India Habitat Centre, New Delhi. The workshop focused on the following topics: • Open Government Data (OGD) Platform India Overview • Roles and Responsibilities of CDOs • Demo of data publishing workflow & CDO Dashboard • Releasing of Datasets through Web-Services/APIs

The workshop was organized by Open Government Data Division Team, NIC, headed by Ms Alka Misra, Deputy Director General, NIC. Occasion was graced by DG, NIC, Dr. Neeta Verma, Joint Secretary (eGov), Ministry of Electronics and IT (MeitY), Shri Sanjay Goel, DDG & CDO, Department of Industrial Policy and Promotion (DIPP), Shri Sanjay Kumar Panda, and Principal Scientist & CDO, Indian Agricultural Statistics Research Institute (IASRI), Dr. Rajendra Prasad. Chief Data Officers, Data Contributors, NIC Open Data Coordinators and other senior officials from Ministries/Departments attended the workshop.

DDG, NIC Ms Alka Misra after welcoming the dignitaries and guests took everybody on the journey of Open Government Data Platform since 2012. DG, NIC in her key note address emphasized on interaction, collaboration and new business rules between a wide range of stakeholders for new innovative products and services in the Open Data ecosystem. Praising the efforts of OGD team, Director General, NIC emphasizedon contribution of good quality high value updated data in a continuous manner through APIs/Web Services. She also put light on use of emerging technologies such as Artificial Intelligence (AI) and Block Chain for better use of data.It was suggested to showcase on the websites of Ministries/Departments the respective Open Government Data available on the OGD Platform to enhance their visibility and utilization. It was also suggested to promote publishing more granular level datasets through deployed IT systems and thrust to be given for promotion through focussed groups.

JS (eGov), MeitY in his address encourages CDOs to share more datasets on OGD Platform through Web Services/APIs. He laid stress on more efforts to publish data by default philosophy, so that there will be no manual intervention in data contribution and timely updates. He emphasized that the Ministry/Departments should proactively publish datasets which are already available in public domain through their official websites/portals.

DDG & CDO, DIPP talked about the importance of data science and statistics in the current scenario that will help in better decision making in government. He was hopeful of recent trend of Integration of Predictive Analysis and Artificial Intelligence with respect to Data. He shared his experience with Open Government Data Platform and how he drove release of datasets through APIs.

Principal Scientist & CDO, IASRI shared his experience on Open Data. He informed that IASRI has created its own Open Data use Licence, in line with Government Open Data Licence. Though research data can be shared but IASRI Licence does not allow its commercial use. He suggested creating various version of GODL in line with Creative Commence Licence. Since IASRI has huge data repository, he suggested on exploring data harvesting and data mining models with OGD team for uninterrupted flow of datasets on OGD Platform from IASRI portal.

  Technical Director, NIC, Shri Sunil Babbar, show cased OGD’s features and roles & responsibilities of CDOs and Data Contributors. Shri D.P. Misra, Senior Technical Director and Ms Ritu Ghai, PSA, NIC gave presentation and discussed in detail about APIs &how Ministry/Departments can create services for publishing datasets on OGD Platform through APIs. ShriAkhilesh Srivastava, OGD team member showed the demo of the Datasets publishing workflow through Data Contributor and CDO account.

After elaborative brainstorming discussion, in the end DDG, NIC concluded the session with vote of thanks and putting down the way forward from the workshop.

Recommendations and Way Forward: • Chief Data Officers to proactively release positive datasets through Web Services/APIs. • NIC Open Data coordinators to coordinate with CDOs in their Ministry/Departments for release and publishing of data from Citizen Centric Services and other major eGov applications on OGD Platform through APIs. Necessary permissions could be taken on file for such release of datasets from IT Systems. • CDOs to prepare positive and negative list of datasets available with Ministry/Departments to have a target for publishing of datasets through APIs • CDOs along with local NIC unit can take guidance and technical support of OGD PMU for creation of APIs. • Facilitating Ministry/Departments to showcase and link respective Open Government Datasets available on OGD Platform to their websites. • Focussed promotion sessions should be conducted for creating more awareness in the Ministry/Department, Educational Institutions etc.
