WHAT IS ONLINE HACKATHON ON DATA-DRIVEN INNOVATION FOR CITIZEN GRIEVANCE REDRESSAL?
Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions conducting an Online Hackathon for inviting innovative solutions for the Citizen Grievance Redressal Mechanism. The basic objective is to provide technology driven solutions to improve the grievance redressal mechanism in the country.

HOW MUCH DATA IS AVAILABLE AND FROM WHICH DATE?
More than 4,00,000 lakh data points are available in the above datasets. Statistical datasets are updated till October 31st 2019. Meanwhile, Public Grievance details and movement in CPGRAMS datasets are from April to October 2019. Ministry/Department wise Receipts and Disposal stats are from 01.01.2016 to 01.11.2019

WHAT I NEED TO DO DURING HACKATHON?
Registration and submission can be done in any of the four categories i.e. Chatbot, User Story Map/Pipeline, Application system (web and mobile), Predictive Models.
Before submission of solution prototype, participants have to upload their code in GIT (https://www.github.com) repository and demo/product video on YouTube or Vimeo.

EVALUATION PROCESS
On closing of the online submission, entries would be evaluated and shortlisted in four categories i.e. Chatbot, User Story Map/Pipeline, Application System (web and mobile) and Predictive Models.
Potential solution prototypes would be selected by eminent Jury comprising experts from Government, Academia, Community, Industry, etc., which is to be identified and notified by DARPG. Shortlisted participants may be called for presentation to the eminent Jury Panel.
Selected entries from online challenge would be appropriately awarded and recognized. All shortlisted entries would be given appreciation certificate. All the participants would be given certificate of participation to be downloaded from the submission portals.
WHAT WILL HAPPEN TO MY PROJECT IF I AM SHORTLISTED?
Selected entries from online challenge would be appropriately awarded and recognized. DARPG may plan to take the selected solution prototypes forward and decide on further adoption strategy for selected entries.
WHO CAN PARTICIPATE IN THIS EVENT?
Anyone can of minimum age 18! Maximum number of participants per team is 5. We suggest you form teams with people from different professional and educational backgrounds such as students, professionals, public servants, Startups, MSMEs etc.
CAN I SUBMIT MORE THAN ONE ENTRY?
No, you can submit more than one entry in any of the multiple categories.
CAN I BE IN MORE THAN ONE TEAM?
No, you can participate in this event only in one team.
WHAT ARE THE PRIZES?
Selected entries from online challenge would be appropriately awarded and recognized. All shortlisted entries would be given appreciation certificate. All the participants would be given certificate of participation to be downloaded from the submission portals.
HOW DO I SUBMIT MY ENTRIES?
All the developed prototype code would be hosted on a GIT by the participants.Under the Registration Button on the Hackathon Page there is Submission button for the teams who have already registered.They have to submit the project in the link available at https://data.gov.in/ministrydepartment/department-administrative-reforms-and-public-grievances-darpg
The team leads have to submit the GIT URL along with a presentation, concept document and demo video (optional) during Project Submission
WHO CAN SUBMIT THE PROJECT?
Only Team leads are authorized to submit the project on behalf of the team.
I AM NOT PROFICIENT IN CODING, BUT, I HAVE SOME VALUABLE IDEAS THAT I WOULD LIKE TO SHOWCASE. CAN I BE PART OF THIS HACKATHON?
You are most welcome to attend. There will be a lot of registrants with coding experience who will be looking for team mates.
CAN I FORM MY OWN TEAM? IS THERE ANY LIMITATION IN TEAM STRUCTURE?
Yes, we encourage organizing your own team. A team size of 3 to 4 is ideal. Please note that everyone in the team should have registered to attend the event.
ARE WE SUPPOSED TO USE ONLY THE DATASETS AVAILABLE IN DATA.GOV.IN FOR THIS HACKATHON?
Not necessarily. If you can build interesting ideas/apps around the existing datasets provided by DARPG that is great. But you are welcome to build apps, which are beyond the datasets available but provide solution for the stated problem statements.
CAN I SUBMIT ALREADY DEVELOPED WORK AS AN ENTRY?
No. Previously developed content is not permitted.
CAN I USE ANY PLATFORM OR TECHNOLOGY FOR DEVELOPING THE APPLICATIONS?
Yes, you are encouraged to use any tool/platform that you are comfortable with. However, every individual is responsible for ensuring that any tool/library used is licensed appropriately and does not have any violation of terms of use as indicated by the provider/author.
DO WE HAVE TO COMPLETE A WORKING APPLICATION OR JUST A PROTOTYPE FOR THE DAY?
While it would be good to see as many functional applications as possible, the ideas do carry a good weightage. It is recommended that you take an idea to a working prototype. This will help others (including the respective authorities) understand your idea better.
